Project localization:
The site of community importance ROSCI0023 Cascada Mişina and the nature reserve 2.818 Cascada Mişina are located in the upper basin of Mişina stream, an affluent of Năruja river, on the administrative territory of Nistoreşti commune.

The project will be implemented in the mountain area of Vrancea County, in a highly forested region (17,02% deciduous forest, 39,76% coniferous forest and 43,21% mixed forest), with a significant concentration of large carnivores (species such as Ursus arctos, Lynx lynx and Canis lupus use this area for hibernation and breeding).

General objective of the project:
Ensuring favorable conservation status of species and habitats in the Natura 2000 site ROSCI0023 Cascada Mişina and the nature reserve 2.818 Cascada Mişina, through an open, transparent and participatory consultative process aiming the elaboration of the management plan and the information / awareness of the stakeholders on the benefits of conserving Natura 2000 sites.

At the moment, the lack of an approved Management Plan in the context of current national legislation, correlated with fauna and habitat studies and a set of conservation measures, represents the lack of an important administrative tool in exercising custody for the two protected natural areas.

ROSCI0023 Cascada Mişina was declared a protected natural area of community interest according to the Order of the Minister of Environment and Forests no. 2387/2011 for modifying the Order of the Minister of Environment and Sustainable Development no. 1964/2007 on the establishment of protected natural area regime of sites of community importance, as part of the European ecological network Natura 2000 in Romania.

The nature reserve 2.818 Cascada Mişina was declared a protected area by Law no. 5/2000 (regarding the approval of the National Landscaping Plan) and by the Decision of the Vrancea County Council no. 12/1992.
Both protected areas have been in custody of Ocolul Silvic Năruja since 2010.

The project is part of national approaches and efforts, by promoting actions that directly contribute to achieving the objectives of the National Strategy and Action Plan for Biodiversity Conservation 2014-2020, National Strategy for Sustainable Development of Romania, Strategy for Rural Development of Romania 2014-2020 and Local Action Plan for the Environment – Vrancea County, objectives that take into account the actual needs of biodiversity protection in Romania.

This project is financed from the European Regional Development Fund through the Operational Programme for Large Infrastructure 2014-2020, Priority Axis 4 – Environmental protection by biodiversity conservation measures, air quality monitoring and decontamination of historically polluted sites, within the 4.1 Specific Objective – Increasing the biodiversity protection and conservation through appropriate management measures and restoration of degraded ecosystems.

Specific Objectives link to:
– Revising the Management Plan for the protected natural areas ROSCI0023 Cascada Mişina and the nature reserve 2.818 Cascada Mişina, according to current legislation
– Increasing information, education and awareness of stakeholders on the importance and role of the protected natural areas targeted by the project, highlighting the concept of local sustainable development: viable economic development, environment protection and maintaining / achieving the objectives of favorable conservation of the species and habitats of community interest
– Developing the capacities of the organizations and institutions involved in the management of the protected natural areas ROSCI0023 Cascada Mişina and the nature reserve 2.818 Cascada Mişina

The target groups have been identified according to their connection to the management, conservation and use of natural resources in the two protected areas. The most important target group is represented by the local community nearby (Nistoreşti commune): residents of the commune, representatives of local public administration (councillors, mayors), teachers and students, representatives of companies / economic operators active nearby and on the territory of the two protected areas, associations of agriculturists, farmers and landowners, local NGOs.

Also, another important target group is represented by public institutions with competence in managing natural resources: Vrancea County Council, Vrancea County Prefect Institution, Vrancea County Agriculture Department, National Forest Administration – Vrancea Forest Department, Vrancea Water Management System.

Visitors / tourists are also a target group of the project, thus having the opportunity to learn more about the natural heritage of the entire area and of other protected natural areas in Vrancea County and also about the importance of protecting and preserving them.
